Home and Community Based Services
Home and Community Based Services are sometimes called Waiver Services or Waiver Programs because they are provided under special conditions through federal approval whereby certain rules for Medical Assistance eligibility are waived. Waiver programs provide services beyond those covered by the Medical Assistance (also referred to as Medicaid) program that enable individuals to remain in a community setting rather than being admitted to a nursing home or personal care facility.

DON Services offers waiver services to qualifying individuals who choose to live independently in Beaver, Butler, Lawrence and Mercer Counties in Western Pennsylvania. We offer alternatives under the following Waivers:
Attendant Care Waiver
Enables individuals with physical disabilities to perform activities of daily living, self-care and mobility.
Act 150
The Act 150 Attendant Care is nearly identical to the Attendant Care Waiver, but Act 150 serves people with higher income or asset levels.
CommCare Waiver
Home and community based program developed for individuals with a medically determined diagnosis of traumatic brain injury (TBI). It prevents the institutionalization of individuals with TBI and helps them to remain as independent as possible.
Independence Waiver
Home and community based waiver that provides services to individuals age 18 and older with severe physical disabilities to allow them to live in the community and remain as independent as possible.
OBRA Waiver
Provides services to people with developmental physical disabilities to allow them to live in the community and remain as independent as possible.
PDA Waiver
A long term care program that assists frail elderly Pennsylvanian's with the services they need to live independently in their own homes and communities.
